PROBLEM TO BE SOLVED: To prevent dropout of polymer particle in a body fluid absorbing panel, which includes a hydrophilic fiver and high absorbing polymer particle and to improve its efficiency of absorption. SOLUTION: The body fluid absorbing panel consisting of the fiber 27 which includes 80-90% of hydrophilic fiber by weight and high absorbing polymer particle 28 contains a hot melt fiber whose fusion entangles fibers with each other to unite and form three dimensional web structure, and the high absorbing polymer particle 28 is kept in the fibers or attached to the fibers through a binder.
