PROBLEM TO BE SOLVED: To provide a soil-covering means enabling uniform ridging work independent of the unevenness of the upper surface of a levee at a low cost and to perform the work for increasing the water-retaining capacity of the levee simultaneously with the planting work of sweet potato seedling to lessen the load on the worker. SOLUTION: The transplanter is provided with soil-covering rollers 210, 210 vertically movable relative to a planting frame 33, the covering rollers 210 are pressed against the upper surface U of a levee with a forcing means 215 attached to the planting frame 33, the traveling body 2 is provided with a paper roll 216 for the retention of water, the paper of the paper roll 216 is laid on the upper surface U of the levee after the transplantation of a sweet potato seedling, a soil-scraping and transferring device 217 and a guide pipe 218 are placed at the rear part of the traveling body 2 and the soil between levees is scraped with the scraping and transferring device 217, transferred upward, supplied to the guide pipe 218 and dropped through the guide pipe 218 on the paper 216 laid on the upper surface U of the levee.
