PROBLEM TO BE SOLVED: To completely dissolve raw materials into a solvent and to rapidly prepare a slurry homogeneous over the entire part without using stirrers which run up in the cost of equipment and are bothersome in cleaning. SOLUTION: A prescribed volume of the solvent is previously fed into a preparation tank 2 formed as a large-sized tank and this solvent is laded out of the bottom of the preparation tank 2 by a pump P and is forcibly fed into formulation tanks 1 from their bottom side by the pump P. Where the air in the formulation tank 1 is compressed to a high pressure, the operation of the pump P is stopped and the solvent forcibly fed into the formulation tank 1 is made to flow backward through the inside of the pump P into the preparation tank 2 by the pressure of the air compressed into the formulation tanks 1 and again the stages of the force feed of the solvent into the formulation tanks 1 by the operation of the pump P and the back flow of the solvent into the preparation tank 2 by the stoppage of the pump P are iterated plural times.
