PURPOSE: A frame structure for a MAC(Medium Access Control) signal in an ATM(Asynchronous Transfer Mode) PON(Passive Optical Network) and a MAC method are provided to define upstream/downstream transmission frames between an ONU(Optical Network Unit) and an OLT(Optical Line Termination), transmit local cell arrival information of the ONU using the upstream frame to previously perform a reservation, and secure the QoS(Quality of Service) of an ATM traffic. CONSTITUTION: A downstream from an OLT to an ONU group has a PLOAM cell including a data grant field(1021), a PLOAM grant field, and a divided-slot grant field(1011). An upstream from the ONU group to the OLT has a divided-slot structure with a certain size divided as a plurality of mini-slots for transmitting cell information regarding the number of real-time cell and non-real-time cell received in a corresponding ONU. A QoS class field is allocated for classifying real-time/non-real-time traffics in a data grant field format structure.
