PURPOSE: To provide an electronic message board by which persons who arrange to meet, that is, a transmitter and a receiver can make communications with each other by using a common electronic bulletin board existing in a meeting spot as a medium even when they do not know their partner's mail addresses. CONSTITUTION: This system is provided with a plurality of electronic bulletin boards and an integral server for transmitting information for performing access to a portable information terminal at the time of receiving an access request to any of those electronic bulletin boards. The electronic bulletin board receives a message from the outside part, and converts it into an icon message, and displays an ion at a display part. The integral server receives the access request and identification information for specifying a radio base station which is being used for communication by the portable information terminal, and retrieves a database based on the identification information, and extracts the optimal electronic bulletin board from among the plural electronic bulletin boards, and transmits access information to the electronic bulletin board to the portable information terminal. Then, the portable information terminal performs access to the electronic bulletin board based on the access information.
