PURPOSE: An apparatus for controlling the engine rpm of a manual transmission vehicle is provided to maintain the stable engine rpm by compensating an amount of air according to the reduction driving condition and driving condition at the hilly section. CONSTITUTION: An apparatus for controlling the engine rpm of a manual transmission vehicle is composed of a sensor for detecting the atmosphere, a sensor for detecting an amount of air introduced to an engine of the vehicle, a sensor for compensating the amount of air in the vehicle, an engine controller, and an idle speed control actuator. The engine controller calculates the signals inputted from the sensors and detects an altitude compensating value and a vehicle speed compensating value. The engine controller calculates the minimum air amount and required air amount according to the detected the altitude compensating value and vehicle speed compensating value, and selects the maximum value of the minimum air amount and required air amount. The signal for controlling the idling duty occurs according to the selected value. The actuator is driven by the signal for controlling the idling duty from the engine controller.
