PURPOSE: An apparatus and a method for mixing waste water and sludge with a medicine using an eddy are provided to make the waste water and the sludge be in contact with the chemicals directly, thereby reducing a mixing time and improving the mixing efficiency. CONSTITUTION: When the waste water and sludge are input into a waste water and sludge inlet port(1) and a medicine is input into a medicine injection port(2) of a spherical tank of the mixing apparatus, the inlet waste water, sludge and chemicals are firstly mixed in a T-shaped pipe(3), and then the mixed solution is dropped into a mixing water at a high speed so as to cause eddy phenomenon within a limited space, therefore they can be mixed secondarily while increasing contact force in order to purify the waste water and the sludge.
