PURPOSE: A water-saving water valve is provided to prevent the waste of water by controlling the amount of the outflow water and to immediately stop water supply via a spring unit. CONSTITUTION: A water-saving water valve comprises a leaf spring(92) to transfer the pressure applied on a step(100) received via a spring pressure unit(91), a pressurizer(71) connected to the step to connect a force to another portion, and a ball valve(70) rotating by the rotation of a valve opening rotating bar along a guide groove(74) installed in a pressurizing casing(72). If the step is released, the pressurizer and the pressurizing casing are pushed upward. The ball valve returns to its original state. Water supply is stopped by a ball valve packaging(78). A water flow holding device(20) holds the amount of the water discharged through a water discharge pipe.
