PURPOSE: Provided are a billing device of parking charge which enables car to go in and out without issuance of parking ticket, and a recording media thereof. CONSTITUTION: The billing device comprises a detector part for detecting and imaging an incoming car; the first barricade(28) for regulating an incoming of the incoming car; a unit(20) for managing an incoming car, which can control the detector part and the first barricade(28) and decide a model of incoming car; detector part for detecting an outgoing car and imaging a registration number of the car; the second barricade(56) for regulating an outgoing of the outgoing car; the first indicator(58) which indicates a parking charge so as to enable driver to see it; the second indicator which indicates an image imaged on incoming of car, when car, which does not pay a parking charge, go out; a unit(50) for managing an outgoing car, which is for controlling the detector part of an outgoing car, the second barricade(56), the first indicator(58) and the second indicator; reader which recognizes a registration number of incoming car and transmits the number to the unit(50); the third indicator which indicates unrecognized images, when the reader does not recognize a registration number; an automated billing unit(70) which enables customer to direct calculate a parking charge of own; and a DB server(15) having DB therein, which stores registration number, model and incoming time of incoming car. |
