PURPOSE: Structure of a shock absorbing cowl panel of a vehicle is provided to absorb a shock energy by forming a shock absorbing unit at a cowl top cover for connecting a windshield glass with an inner panel, and to minimize the injury on a walker when the walker collides against a vehicle by absorbing a shock in a space between the cowl top panel and a cowl inner low panel. CONSTITUTION: A shock absorbing unit(31) is formed at one end of a cowl top cover(30) connected with a hood inner panel(12b). The shock absorbing unit is fixed with the hood inner panel by being molded via a fixing member(34). When a walker collides against a vehicle, a shock energy is absorbed in a space(32) of the shock absorbing unit. Since a flange(33) formed at an upper portion of the shock absorbing unit is molded by the fixing member, an engine room is protected from the rainwater.
