PURPOSE: A dry and wet type vacuum recovery device is provided which is capable of recovering and treating the wastes at the same time without division of dry type and wet type wastes by adopting a perfect louver with superior water and dust removal efficiency in front of a roots blower of the vacuum recovery device. CONSTITUTION: The vacuum recovery device(2) sucking and treating dry or wet type wastes, the dry and wet type vacuum recovery device comprises an induction pipe guiding suction of dry and wet type wastes; a cyclone(6) first separating and removing heavy materials, powder or dust from the dry or wet type wastes; a collector tank(16) at which a perfect louver is installed to separate and remove fine dust contained in fluid and most of water and dust; a cartridge filter filtering dust in the air exhausted from the collector tank(16); a roots blower(74) generating vacuum suction force to suck in target dry and wet type wastes to be treated; and a silencer(84) reducing suction noise of suction air and an exhaust silencer(78) reducing exhaust noise of exhaust air which are organically connected by a connection pipe.
