The regulating wheel producing process involves using the entire rotor or the part rotor piece (55) as full material. The rotor blades (6) are produced from this full material, aged and tested. The blades and the part rotor piece are thus made integrally from a single workpiece, preferably of an 8-13% chrome steel.
