The present invention provides lipid-based systemic delivery vehicles and method for selectively targeting an active agent to a specific tissue site. The methods include designing a lipid-based systemic delivery vehicle having a plurality of constitutent parts, and thereafter varying the amounts of each of the plurality of constituent parts to impart tissue selectivity. After tissu e selectivity is imparted it is possible to selectively target an active agent to a specific tissue site.
