PROBLEM TO BE SOLVED: To prevent a decrease in cooling capability of an EGR cooler. SOLUTION: A pipe 135a having an opening 135b formed at a first tank 133 is connected to a cooling water introducing pipe 151. A cooling water amount flowing to a tube 120 connected to the opening 135b is regulated by regulating the opening area of the opening 135b formed at the pipe 135a. Thus, since a large difference of the cooling water amount flowing through the tube 120 can be prevented, a decrease in a heat transfer rate can be suppressed while preventing local boiling of the water in the tube 120 near the pipe 151. Further, a decrease in the cooling capability of the EGR cooler can be prevented.
