SOLUTION: A blank B2 is disposed on a support tool 83. The center portion 45 of the blank B2 abuts on the central surface 85 of a support tool 83 and the blank B2 is locked immobile in the radial, the rotating and axial directions relative to a retaining mechanism 81. Then, the retaining mechanism 81 rotates around the rotation center axis S1-S1 to rotate the blank B2. In this state, a roller 82 moves radially outward while rotating the rotating tool 91 around a rotation axis S4-S4. The rotating tool 91 removes the thick portion of the upper side surface in the internal circumferential side of the blank B2 to transfer it to the outer circumferential side. The transferred thick portion is pushed against the internal circumferential surface of a retainer 84 by a first main surface 92 of the rotating tool 91 to form a cylindrical part 47. The cylindrical part 47 is punched out and formed into a claw by a lateral press, and then subjected to the high-frequency hardening.
