PROBLEM TO BE SOLVED: To improve a filling efficiency of fuel filling and to reduce a fuel filling time. SOLUTION: A fuel filling device 10 is an LPG filling dispenser filling fuel composed of liquefied petroleum gas(LPG) to a vehicle 11. A separator 18, a flowmeter 2, a back pressure valve 2 and a flow control valve 24 are provided in a fuel supply route 16 of the fuel filling device 10. The fuel supply route 16 is connected to a filling hose 28 via a coupler 26. A control circuit 40 of the fuel filling device 10 judges if a flow rate measured by the flowmeter 20 is an over flow rate exceeding a set value or not. If it is judged as an over flow rate, the flow control valve 24 is restricted to reduce filling quantity, and if it is still an over flow rate after a designated period the flow control valve 24 is switched to a full close state. If the flow control valve 24 is restricted to reduce filling rate and the flow rate is not an over flow rate after the designated period, the flow control valve 24 is switched to a full open state to resume filling with large flow rate.
