PROBLEM TO BE SOLVED: To provide a video viewing system, a video viewing device, a video viewing method and a storage medium that can allow a user to view a specific person or thing placed at a remote place through a network, immediately provide information denoting movement of the specific person or thing to the user even when the specific person or thing is moved, and properly control a video input device to photograph the specific person or thing with high accuracy. SOLUTION: The video viewing system is provided with electronic markers 103 each of which transmits a position identification signal assigned individually as a wireless signal and which are placed in areas fixedly, a mobile station device 102 that can receive signals from the electronic markers 103, and video cameras 114-117 that are connected to the mobile station device 102 via a public network 108 and placed in a plurality of areas. A user terminal 101 uses camera controllers 110-113 to control video cameras 114-117 on the basis of the position information from the mobile station device 102.
