PROBLEM TO BE SOLVED: To provide a vegetation mat having the function of suppressing flowing of a vegetation base material, the function of moderating shock of raindrops, and the function of fitting to irregularities of the ground surface in addition to heat and moisture retaining functions, or a vegetation mat having a proper composition of the above functions. SOLUTION: This vegetation mat 1 comprises a lower coating material 2 having a mesh allowing the rooting of vegetable seeds or being fragile with the lapse of time to allow the rooting, an upper coating material 4 having a mesh allowing the budding of vegetable seeds or being fragile with the lapse of time to allow the budding, and the vegetation base material 3 containing the vegetable seeds arranged between the both, and the upper and lower coating materials 2 and 4 are moored at proper intervals. In this vegetation mat 1, a rough fiber 5 is arranged at least one of the surface, reverse side, and inner part of the vegetation mat.
