PROBLEM TO BE SOLVED: To make a facility for lending a vehicle unmanned by performing the lending procedure of the vehicle through using a portable telephone set with a built-in small browser. SOLUTION: A vehicle lending management device 20 is provided with a means transmitting an authentication browser picture in accordance with a call made through a portable telephone network, performing an authentication processing based on individual information inputted to the authentication browser picture, transmitting a menu picture for lending procedure to the portable telephone set making the call when a user making a call is the regular user, judging the presence or nonpresence of reservation based on lending hoping information inputted through the menu picture for lending procedure and transmitting a browser picture for confirming lending when reservation is made. Therefore, the lending procedure is easily performed and a lending management center 20 can be operated without any worker.
