PROBLEM TO BE SOLVED: To provide a neutralizing agent which has a neutralizing capability higher than that of a conventional chlorine-neutralizing agent, does not cause the problems with dispersibility and spinnability when compounded into a resin or a fiber, and hardly wears a processing machine, a sewing machine, etc.; a production method thereof; and a chlorine-resistant resin or fiber composition. SOLUTION: A resin or fiber of 100 pts.wt. is compounded with 0.01-20 pts.wt. chlorine-neutralizing agent containing, as the acting component, a zinc oxide solid solution which is represented by the formula: (Zn)1-xM3+x-4O (wherein 0<x<0.167; and M3+ is a trivalent metal, e.g. Al), has an average secondary particle size at the accumulation of 50% of 1.5μm or lower, preferably 1μm or lower, and has preferably been surface-treated with an anionic surfactant. The production method is characterized in that a baked precursor of the neutralizing agent is hydrothermally treated.
