PROBLEM TO BE SOLVED: To provide a parameter setting device or the like that that can accurately retrieve a free sector existing in a PCA(Power Calibration Area) and accurately control recording power by using the retrieved sector. SOLUTION: In the case that by using any of sectors provided onto a DVD- R(Digital Versatile Disk-Recordable) as the PCA, the recording power used for recording optical information onto the DVD-R is set, whether or not a preset specific detection signal is detected from any sector is confirmed (step S2), a free sector from which the specific detection signal is not detected is retrieved among the sectors according to the result of confirmation (step S3), a mark signal to obtain the specific detection signal is recorded in the retrieved free sector (step S5), a setting signal to set the recording power is recorded in a free sector except the sector to which at least the mark signal is recorded (step S6), and by optically detecting the recorded setting signal, the recording power is set (step S13).
