A core (20) is inserted into the stepped through hole of a wheel hub and an axle (60) is mounted in an eccentric through hole of the core. An adjustment wheel (40) mounted on the axle controls locking and unlocking of the core, enabling the axle to be aligned with wheel hub center or to be eccentric with the wheel hub, for moving the bicycle horizontally forward and alternatively up and down, respectively.
