PURPOSE: An information offering method is provided to enable a web guide to read internet contents to a user or guide an access to a PR, to enable a visual handicapped to easily access the internet, and to convert real time text into voice data without displaying a web browser on a screen. CONSTITUTION: The method comprises steps of checking if a user requests a transmission of web guide character informations and a TTS(Text To Speech) program over the internet, transmitting corresponding informations and the TTS program to the user terminal in response to a transmission request, checking if a log-in access request exists at the user terminal to which the web guide character informations and the TTS program is downloaded(600, 610), transmitting a web guide call signal and then text data to the user terminal if the log-in access request exists at the terminal(625), allowing the user terminal to load the web guide when receiving the web guide call signal, then converting the transmitted text data into voice data by using the TTS program, and outputting externally the voice data(630).
