SOLUTION: This device is provided with a frame part 3 for surrounding a load-carrying platform Ta for mounting the loads B, a driving mechanism 4 for elevating the frame part 3, and a covering part 5 provided in the frame part 3 to cover the loads B layered in the platform Ta to be brought into a close contact condition in the step where the frame part 3 is lowered down.
