PROBLEM TO BE SOLVED: To prevent a statement of bills from being mailed to a user who is not its receiver. SOLUTION: Identification information with which destination information can be identified is written on each of a statement of bills carried on a conveyer 20 and on a cover with the destination information written carried on a conveyer 30. When the cover carried on the conveyer 30 is to be overlaid on the statement of bills carried on the conveyer 40, a stopper 31 shifts the cover from the statement to a degree that the identification information mentioned on the statement can be visually recognized. Thereafter, readers 22 and 32 read the identification information mentioned on the cover and the statement. Only when both are the same or when both are the information which can identify the same identification information, a pusher 70 encloses the cover and the statement of bills into an envelope carried on a conveyer 50.
