PROBLEM TO BE SOLVED: To provide a method of dispersing and diluting a high viscous high molecular liquid flocculating agent, by which a uniform diluted solution of the high molecular flocculating agent is obtained for a short time. SOLUTION: The method of dispersing and diluting the high molecular liquid flocculating agent is performed by providing a bubbling air introducing pipe and a filled pipe filled with a filler in the middle of a transporting pipe for transporting the high molecular flocculating agent mixed with dilution water, introducing the bubbling air into the filled pipe to preliminary disperse the high molecular flocculating agent in the dilution water, transferring to a dissolution tank, mixing under stirring in the dissolution tank to prepare the high molecular flocculating agent diluted solution and discharging the bubbling air separated from the diluted solution from a pipe for releasing to the atmosphere, which is provided on the upper part of the dissolution tank.
