PROBLEM TO BE SOLVED: To provide a ball feeder that can ensure an improved structure of a stopper member and small sizes of the stopper member, an actuator, and the device itself as well. SOLUTION: This ball feeder 5 comprises a rotor 34 rotatable in an interlocked relation to a ball blocking wheel 31, an engaging projection 34b on the rotor, a stopper member 35 supported for pivoting movement on a support shaft 43 corresponding to the engaging projection 34b and provided with a ball-blocking stop portion 35f and an emergency stop portion 35g capable of independent engagement with the engaging projection, and an actuator 36 for pivoting the stopper member 35 on the support shaft 43; and exhibits a function of preventing an excessive feed of pachinko balls in addition to a function of feeding a prescribed number of pachinko balls. The stopper member has a long side portion 35a and a short side portion 35b. The connecting region between the long side portion and the short side portion has the support shaft 43, the tip of the short side portion and the middle of the long side portion form respectively the ball-blocking stop portion 35f and the emergency stop portion 35g, and the tip of the long side portion is connected with a driveshaft of the actuator 36.
