PROBLEM TO BE SOLVED: To provide a wrapping material for forming an outer bag for a chemical body warmer which has high strength, heat resistance, pin-hole resistance, stick resistance, transparency, heat-sealing properties, etc., and has an improved barrier properties for preventing passage of oxygen gas, water vapor, etc., and a specific adjusting range for oxygen permeability and improved packaging properties for contents and preservation properties, and which does not produce harmful substances when the material is incinerated after use and has high waste disposal properties and environmental protection properties, and to provide an outer bag for a chemical body warmer using the wrapping material. SOLUTION: In the wrapping material for forming an outer bag for a chemical body warmer, a base material film, a resin film in which a deposited film of inorganic oxides is provided, and a heat-sealing resin layer are successively stacked one over another. The outer bag for a chemical body warmer uses the wrapping material as described above.
