PROBLEM TO BE SOLVED: To clear a contaminated soil by keeping living environment of decomposition microorganisms by passing air and water through a pile and furthermore activating the decomposition microorganisms. SOLUTION: Air can be fed into the pile 1 by an air feeding means 2 and water can be sprinkled to the pile 1 from the outside by a water sprinkling means 5, and measuring means 7 and 8 for always detecting biodegradation activity of the decomposition microorganisms living in the pile 1 are buried in the pile 1, and when the values detected by the measuring means 7 and 8 become lower than a preset lower limit value, at least one of activations consisting of the activation of the decomposition microorganisms by feeding air by the air feeding means and the activation of the decomposition microorganisms by sprinkling water by the water sprinkling means is performed, and when the values detected by the measuring means 7 and 8 become higher than a preset upper limit value, working activation is stopped.
