PROBLEM TO BE SOLVED: To obtain a cleaning and wiping off agent capable of providing cleaning actions, humectant actions, etc., suppressing the volatilization of a water-soluble humectant, efficiently imparting a moist feeling to the skin and retaining the moist feeling after use. SOLUTION: This cleaning and wiping off agent comprises two or more kinds of nonionic surfactants, an amphoteric surfactant, an oil and water. The HLB of the mixture of the contained nonionic surfactants is 6.5-10.5 and at least two layers of an oily layer and an oil-in-water type emulsion layer are formed by charging the cleaning and wiping off agent into water or hot water.
