PROBLEM TO BE SOLVED: To provide a method by which an old water tank without cover, especially, a fire-proof uncovered water tank is covered, and in addition, the water tank is restored by preventing a water leakage from occurring, and provide a covered water tank, and for which a water leakage is prevented from occurring by the method. SOLUTION: A bag-shape guard 11 comprising a plastic sheet material is fitted on the tank walls 2 and the bottom wall 3 in a water tank 1 which is built of concrete. Then, the guard upper end section 12 of the bag-shape guard 11 is placed and attached to the tank wall upper surfaces 4 of the water tank 1. In addition, the horizontal section 18 of an L-shape angle 17 is arranged on the guard upper end section 12 which is placed on the concrete tank wall upper surfaces 4. Then, on the horizontal section 18 of the L-shape angle 12, a water stopping material 21 comprising a butyl rubber is placed. In the meantime, the vertical section 19 of the L-shape angle 17 is attached to the upper ends of the concrete tank wall external surfaces with anchor bolts 20. Then, a lid 22 made of a pre-cast concrete is bridged on the tank wall upper surface of the water tank, and the water tank is closed.
