PROBLEM TO BE SOLVED: To properly transfer heat from a heater by precisely preventing leakage of steam from a cover body through an installing part due to an increase in internal pressure, and securing the contact area with a heat radiating plate of an inner cover. SOLUTION: A recessed part 20 is formed from the inside surface side of the inner cover 11, the auxiliary part is arranged in the recessed part 20, and an outside edge part of the auxiliary part 23 is installed in an opening edge part of the recessed part 20 via packing 14.
