PROBLEM TO BE SOLVED: To make a length adjustable of a seat belt agreeing with a work attitude of an operator by leaving the seat belt as worn, in the case of adjusting the length of the seat belt by a change of the work attitude of the operator, in a construction machine of hydraulic shovel or the like. SOLUTION: By pressing downward a release lever 9A formed in a control plate, a pawl formed in this control plate engaged with a tooth provided in an external peripheral part of an annular plate is disengaged, so as to be capable of drawing out a seat belt 4 from a winding device. By pressing downward the release lever 9A with the seat belt 4 left as worn, it can be drawn out from the winding device, so that troublesome and complicated length adjustment of the seat belt 4 as in the past is completely eliminated. Even deterioration of work efficiency due to remounting of the seat belt once again from the beginning can be prevented.
