PROBLEM TO BE SOLVED: To provide a plasma display panel with excellent luminous efficiency by enhancing the rate of aperture of a discharge cell by lengthening the length of a surface discharge gap without heightening a barrier. SOLUTION: In a white dielectric layer 8, the thickness of an area 2b confronting a maintenance electrode is made thinner than the thickness of an area confronting a scan electrode 2a. Thereby, write-discharge is obliquely generated between an area confronting the maintenance electrode 2b in a data electrode 7 and the scan electrode 2a, and the length of the write-discharge can be made longer than the shortest distance between the scan electrode 7a and the data electrode 7. Therefore, a surface discharge gap 11 can be made longer, and the rate of aperture is enhanced.
