PROBLEM TO BE SOLVED: To improve the cleaning effect of a fixing roller in a fixing device. SOLUTION: In the fixing device and an electrophotographic device using the fixing device, the fixing roller 101, a cleaning pad 105a that is installed in contact with the fixing roller 101 to clean a surface of the fixing roller 101, a heating element 104 heating the fixing roller 101 that is installed more on the cleaning pad 105a side than a center of rotation shaft of the fixing roller 101 and heating the fixing roller 101 and a press roller 106 that is brought into a pressurized contact with the fixing roller 101 and rotated by the rotation of the fixing roller 101 are provided.
