PROBLEM TO BE SOLVED: To provide a heating device making high heating efficiency of a rotary body by heating means, as will as cost reduction feasible and an image forming device equipped with this heating device. SOLUTION: This heating device is constituted so as to equip a mirror 102 disposed non-rotationally in a hollow inside of a heat roller 100 being heated by a heater 101, and the mirror 102 makes the heat from the heater 101 reflected toward a nip area on an inner peripheral surface of the heat roller 100, and then the heat roller 100 makes the heat from the heater 101 transmitted from the inner peripheral surface to a periphery thereon and propagated to the nip area.
