PROBLEM TO BE SOLVED: To provide an efficient means for implementing an OAM functionality within a communication network by solving the problem where it is difficult to constitute an OAM cell functionality in a system of conventional technology while it is inconvenient to discriminate a path or node with the OAM functionality. SOLUTION: A network manager receives an OAM constitution information related to a segment containing a plurality of path points. The network manager decides, based on a network configuration, whether a path point should work as an OAM source or OAM sink to a wanted OAM function path, for each path point of the plurality of path points. Based on the result of the decision, the network manager generates an OAM configuration command to the path point selected to work as the OAM source or OAM sink. The OAM configuration command is then presented to a corresponding path point so that an appropriate OAM source or OAM sink is established.
