PROBLEM TO BE SOLVED: To enable a personal computer containing a device to acquire the access right of the device in a network constituted according to the IEEE1394. SOLUTION: A topology analyzer 221 in a priority determiner 203 determines the priority of the access right to itself for each device connected on a network and stores it in a priority memory 222. When any other device on the network sends a request for acquiring the access right, a CPU 204 gets GUID via the IEEE1394, compares it with GUID of a device having the highest priority stored in the priority memory 222 and, if the comparison shows an agreement, gives the access right.
