PROBLEM TO BE SOLVED: To provide a moving picture coding apparatus that can individually convert respective resolutions of a moving picture in horizontal and vertical directions. SOLUTION: The moving picture encoder that individually controls resolution conversion of a moving picture in horizontal and vertical directions, is provided with a first resolution conversion means that converts at least one resolution of the moving picture in the horizontal and vertical directions, a decision means that decides a resolution level when the first resolution conversion means converts the resolution, a calculation means that calculates a power loss or an AC power component of an input signal to the first resolution conversion means when the first resolution conversion means converts the resolution depending on the resolution level decided by the decision means, and a generating means that generates resolution information used when the first resolution conversion means converts the resolution on the basis of each power loss or each AC power component calculated by the calculation means.
