PROBLEM TO BE SOLVED: To provide a manufacturing method for a PDP capable of continuously applying phosphor ink over a long time and of easily, accurately and uniformly forming a phosphor layer even for a fine cell structure and to provide an ink application device and the phosphor ink suitable for it. SOLUTION: When a nozzle head 53 is scanned in the X-direction while spouting the phosphor ink from it, it is so scanned as to move a nozzle 54 along the scanning line while the position of the nozzle head 53 in the Y- direction is adjusted as well. As the phosphor ink, a substance prepared by adding a dispersant to phosphor powder having an average particle diameter of 0.5-5μm, a mixed solvent of terpineol of a solvent having an OH group at its end, butyl carbitol acetate, butyl carbitol, pentanediol, limonene and the like, a binder comprising ethyl cellulose having the content of an ethoxy group in the cellulose molecule 49% or more, or ethylene oxide polymer is used.
