PROBLEM TO BE SOLVED: To provide a concrete hot swap controller capable of setting the constraint of concrete state transition based on a protcol, and controlling the state transition diagram. SOLUTION: This hot swap controller is provided with an input (HSCMD) for receiving a signal for designating that a board 2 to be controlled is a high availability hot swap board. When this designating signal is present, high availability hot swap control is performed, and in the other case, full hot swap control is performed.
