PROBLEM TO BE SOLVED: To prevent a drop in the throughput of an outgoing line in a communication system in which a communication resources are allocated to each communication terminal based on the line quality of the outgoing line. SOLUTION: A communication-mode decision part 201 decides a communication mode based on a CIR measured in a CIR measuring part 219. A DRC-signal creation part 202 creates a DRC signal having a number corresponding to the communication mode. A DRC-power control unit 205 referes to a transmission power table 206 in which the correspondence relationship between a DRC number and transmission power is indicated, and the transmission power by the DRC signal indicating that the line quality of the outgoing line is satisfactory is increased on based on the transmission power of a pilot signal to be output from a pilot-power control unit 209.
