PROBLEM TO BE SOLVED: To evaluate a fire risk quantitatively. SOLUTION: A control part 1 calculates a generation probability for every fire scale in consideration of factors such as fire-prevention equipment, human correspondence or the like by referring a building information data file 22, a fire level fire-fighting rule file 23 or the like. The fire risk of a building is evaluated by grasping the fire scale as a fire duration, a damaged area by the fire.
