PROBLEM TO BE SOLVED: To provide an electricity change rate management apparatus, capable of managing electricity rates by setting a target with respect to an electricity rate in a facility or service electric power or CO2 of a total power load in a described period of time, for example, on a month-to-month or year-to-year basis, and controlling the electric power and maximum power in the power load based on the target. SOLUTION: An alienation rate is computed by a load pattern recognition part 3 based on the sample data of the electric power in the power load accumulated in a sample data accumulation part 2, and adjusted electric power and a target coefficient are computed by an adjusted electric power computing part 5 and a target coefficient computing part 7. A demand time target computing part 8 computes the target of electric power used by the power load for each demand time, based on the alienation rate, the adjusted electric power, and the target coefficient. A demand control part 9 and a load control part 19 control the electric power in the power load based on the target value. |
