PROBLEM TO BE SOLVED: To solve the problem of a conventional signal recognition device for visually handicapped person that is noisy for the circumference because a sound is always generated even in the absence of a visually handicapped person in a crosswalk. SOLUTION: This system comprises a means 2 for detecting the light from at least one light of signals S and S1, a transmitting means 5 operated by the detection of the detecting means 2, and a receiver 3 for receiving the electromagnetic wave from the transmitting means 5, which is carried by the visually handicapped person. When the light of a specified wavelength from the specified light of the signals S and S1 is detected by the detecting means 2, the transmitting means 5 is operated to emit the electromagnetic wave onto the ground from an antenna 4. When the electromagnetic wave is received by the receiver 3 carried by the visually handicapped person, the receiver 3 vibrates or generates a sound to make the visually handicapped person confirm whether the advance to the crosswalk is possible or not.
