A phase difference converter (26) converts the phase difference calculated by a fixed wavelength light phase comparator (25) corresponding to particular modulating frequency. A true phase difference calculator (27) calculates a true phase difference from the phase difference corresponding to particular modulating frequency calculated by a variable wavelength light phase comparator (24) and the output of the converter.
