PROBLEM TO BE SOLVED: To provide a valve timing adjusting device for preventing generation of a hitting sound with the simple constitution. SOLUTION: This valve timing adjusting device 1 controls the valve timing of an exhaust valve. A shoe housing 10 synchronously rotates with a crankshaft, and a vane rotor 15 rotates together with a camshaft. An ECU 80 controls a value of an electric current supplied to a coil 44 of a hydraulic control valve 40, so that a position of a spool 60 displaced in the reciprocating direction changes to adjust a hydraulic fluid quantity supplied to an ignition timing delay hydraulic chamber and an ignition timing advance hydraulic chamber and a hydraulic fluid quantity recovered from the ignition timing delay hydraulic chamber and the ignition timing advance hydraulic chamber. The spool 60 cuts off the communication of an ignition timing advance chamber and an ignition timing delay chamber, and an oil pump 70 and a drain 71 in a state of not supplying the electric current to the coil 44. An engine is stopped in a state of filling a hydraulic fluid in the ignition timing advance hydraulic chamber, and the engine can be started in a state of holding the hydraulic fluid in the ignition timing advance hydraulic chamber.
