PROBLEM TO BE SOLVED: To provide a water using structure which minimizes new environmental change to rivers and mountainous areas, and prevents generation of waste deposit of effusion inclusive of mud from the rivers, in a water resource reservoir land. SOLUTION: There is formed a protrusive snow dam by collecting huge amounts of snow in a flatland or on a hilly land, and making use of the snow dam as solid water resources and cooling resources. The protrusive snow dam is characterized in that cutoff banks are formed at four side base portions and snow is piled up in the banks so as to form a truncated pyramid with a flat tip portion. To implement heat insulation and light shielding, the protrusive snow dam is covered with tree bark pieces. Further, to prevent scattering of the tree bark pieces due to strong wind or prevent uneven covering caused by blow of wind, the heat-insulating and light-shielding material is netted and stabilized. In this manner, a method for stabilizing the snow dam covering is implemented.
