SOLUTION: In the horizontal scanning circuit provided with latch circuits of multiple levels and level shifting circuits of multiple levels corresponding to the respective latch circuits, each of the latch circuits receives a data signal Data used for scanning and a pulsed clock signal C for sequential scanning of the data signal Data, outputs an open signal O for opening a transfer gate to the corresponding transfer gate and outputs the data signal Data to the next latch circuit. Each of the level shifting circuits receives a clock signal CLK and an inversion signal CLKb and outputs the clock signal C to the corresponding latch circuit with timing prior to that of the data signal Data receiving by a latch circuit just before the corresponding latch circuit in a sequential scanning direction.
