PROBLEM TO BE SOLVED: To provide a surface treating agent which can suppress the function deterioration by the oxidation corrosion of a metallic surface, to provide a surface treatment film and a metallic material or metal-resin composite material coated with this surface treatment film. SOLUTION: This surface treating agent is constituted as a metal alkoxide- containing solution prepared by dispersing a component containing metal alkoxide into an organic solvent. A resin component and an inhibitor component capable of imparting an inhibitor effect are included in this metal alkoxide- containing solution.
